(1st day to apply for an application by mail:  Not earlier than
60 days before an Election, and last day application may be
RECEIVED is the seventh day before Election Day, unless the
seventh day is a Saturday, Sunday, or Legal State or National
holiday in which case the last day is the first regular business
day before the seventh day. (Must be received; post mark date
does not apply).
